You have to expect they'll be a few qualifying matches on the way too. 10 surprises is overkill and honestly, booking two 30 person rumble matches seems like a nightmare. Rumble win is for guaranteed title shot at Mania. MITB is for title shot at most opportune time for you. Why shouldn't you be allowed to amass as many opportunities for yourself as you can? It certainly makes sense to have as many guaranteed title shots as possible. Going into Mania match with the case puts that over the head of the title holder, the match could end up being two falls or you have the case winner win the title and then be able to carry the case with them while champ and then win the belt right back after losing it.
