As a Bills fan, for years and years other fans complained how the Bills were always 30 million under the cap and the owner was cheap. New owner, spends money, no longer under the cap much and fans complain that the Bills have no cap space. I would think the goal would be between 10 and 20 million under once the free agency spending spree ends, enough to make an emergency signing if needed, with limited dead money. But any team that is willing to spend is going to go through at least a year of cap hell occasionally, goal is to just not go through it every year like some teams tend to. By Competition Committee; Eliminates the five-yard penalty for an eligible receiver illegally touching a forward pass after being out of bounds and re-establishing himself inbounds, and makes it a loss of down. 19. Supposedly only twice all since did a player have two of these penalties in a single game And then Call it the Peyton Manning Rule. The NFL is considering a rule that would make it illegal for quarterbacks to fall to the ground, get up, and throw a forward pass. That rule is obviously a reaction to the controversial play in this year’s playoffs, when Manning fell down in what appeared to be an attempt to give himself up to avoid a sack, then got up and completed a pass. If the QB or player is giving themselves up they shouldn't be able to change there mind cause they dont get touched by a defender, cause the flip side is a defender isnt going to know if he gave himself up or not and hit him in a way a ref will flag them for a persona foul.
