If he didn't have the Yokozuna gimmick, he would have been encouraged to keep up the same level of athleticism he had as Kokina. It's crazy to think he almost started as a headshrinker instead, which in hindsight probably would have been better for him health wise. Fatu and Samu were better together and I am sure they would have decided to have Yoko as singles in some form and being the top heel. Before he was taken off TV to lose weight, they started having him talk as his real self. I'm sure if he was still on TV in the attitude era he probably would've had a transformation like Undertaker had as the biker.

I mean it makes sense but it's also different than the main event overdoing it of recent years

I'm kind of surprised Vince didn't keep the Kokina gimmick on Yoko simply because of how much Kokina sounds like cocaine. However, I guess Vince didn't need a constant reminder of the nose candy. I mean it makes sense but it's also different than the main event overdoing it of recent years I think the biggest difference between the classic WarGames matches and the current Blood & Guts (and possibly the WWE ones, not familiar enough with them to say) is that both teams reaching full strength was initially the climax of the match, now it is more or less where the match begins. Prefer whichever approach you do, I just hate that overdone "both teams are in their own ring, staredown then meet in the middle" spot.
