One of them is Puerto Rico, and for obvious reasons I don't see how they survive. Another is Jacksonville and the league basically funded them last year to have an 8th team. How the hell is any judge supposed to say "Yeah, USSF was totally wrong not classifying this league as D2."? Just have USL absorb the remaining 3 teams and be done with it.
