"Work with the NCAA"? What Miami did was pretty much the exact opposite of that. The NCAA fucked themselves over hard because they: a) believed a convicted felon who thought he was bigger than he was coerced, cajoled, and threatened witnesses c) bribed informants for information that was unreliable/unprovable/flat out bogus d) GOT CAUGHT DOING EVERYTHING ABOVE e) lied about doing everything above f) extended an investigation that should have been over in 9 months to 2+ years, hurting recruiting g) wrote a letter to the judge in Shapiro's case asking for a lighter sentence (or time served) so they could continue using him as an informant. (not that there was anything to protest because the investigation was so slow, I'm just talking in general) USC appealed their demise, which I don't fault them for, but the NCAA wasn't going to go easy on them after they spent two years loading up on talent.
