I think it was probably just a nod to X-Files, which I would say is definitely a spiritual successor of sorts to Twin Peaks and even shared actors such as David Duchovny and Don Davis. I know EvilCoop tried to talk to him and someone else was on the line but... Also, the woman with the goons who were waiting for Dougie tried to ring the same box that EvilCoop rang in the prison. That's all I really got out of this episode, besides Laura Dern saying "fuck" a lot and implying romance or something more sinister with Cooper happened the last time they saw each other. I think Dougie isn't long for this world, and we're about to get the real Agent Cooper back after that scene with the cops and then immediately after when he disarms Ike outside of Lucky 7. Funny enough, Kubrick used Threnody for the Victims of Hiroshima in The Shining. I definitely agree with your sentiment that the show should win all of the sound design awards.
