Well, everyone KNEW about the video. Whether they SAW the video or had access to it is another story. I think they're implying that if the NFL wanted to see the video, they could have seen the video. Well, it was a two-game suspension, so technically he's already served half of it. Per this super-old article from ESPN, a suspension is served whether a player is on a team or not. Not sure if that still applies. Erin Henderson got hit with a four-game suspension before the Week 1 games. I believe that, even though he's not on a team, he's already "served" one game.
