The problem with outright releasing them, is the amount of money that'll be owed.  Its why the Yankees kept A-Rod even through all his shit the past few years, to outright release him will cost a fuckton of money, and while the Yankees can take that hit, they don't want to.  Beltran would cost less, but its still a considerable hit.  

 

Now Howard costs as much as A-Rod, and while the Phillies are decent off, their attendance barely being above 15k when they're not in playoff runs dictate they can't take the financial hit from outrighting Howard.
