You could, if one of them was marketable for other reasons. Like being a big talker, or having a celebrity girlfriend, or being an openly gay male fighter. Some sort of unique selling point that makes gatekeeper level guys into the 'great draw who won't win the title ever' spot.

I cancelled my Network sub at the end of January. So, yeah, I missed that. They should hold off the title win until he's on home soil, though. If the key to getting guys over is having them be visibly over on TV, Jack Gallagher winning the Cruiserweight title in London should get him a big pop. Which should help to persuade audiences that he's a big deal.
