Since his greatest fuck up nearly Stone Aged the World, he figures someone actually should tell all them when to fuck off.
Turn this into another instance of Tony trying to put a suit of armor around the world and he's easily the bad guy.
As for Cap, I'm sure he had his fill of the government overstepping its bounds back in Winter Soldier.
This isn't as difficult as people are making it out to be.
Now whether they deliver in the film is a different story.

If I'm booking tonight, we get Cesaro/Neville/Ryback/Dudleys vs Stardust/Ascension/Miz/Big E. Usos vs Kofi and Woods for the tag belts gets added somewhere.
In reality, Usos replace two of the faces, all three New Day members make the elimination match, and room is found for Sheamus and/or Barrett.
Also in reality, nobody would care about any of these combinations.
