If the resolution is passed in a plenary session next week as expected, the chamber’s Political Ethics Committee will decide the specific punishment. It has been 61 years since a resolution seeking punishment has been passed in the Upper House. The ethics committee can slap four types of punitive measures on a member: admonition, demand a public apology, prohibition of attending Diet sessions for a certain period, and expulsion. Inoki, a former pro wrestling star elected to the Upper House in July on the opposition Nippon Ishin no Kai (Japan Restoration Party) ticket, visited North Korea and met with top officials. He returned to Tokyo via Beijing on Thursday. During his stay in the North, Inoki opened an office in Pyongyang that he says will promote sports-related cultural exchanges between the two countries. Inoki’s transgression is that he went there after the Upper House Steering Committee declined to approve the visit. He has faced criticism from within his own party. If you're outside the US, you know that already. LDP for example are a conservative party. Five major political parties have jointly submitted a motion to punish opposition lawmaker Antonio Inoki for his recent unauthorized visit to North Korea.Inoki, a House of Councillors lawmaker from Nippon Ishin no Kai (Japan Restoration Party), visited North Korea from Saturday through Thursday, despite his failure to gain approval from the upper house. The motion was submitted Friday to the upper house by the Liberal Democratic Party and its coalition partner New Komeito, as well as the Democratic Party of Japan, Your Party and the Japanese Communist Party. The House of Councillors Discipline Committee is expected to decide on a penalty for Inoki as early as Nov. 15.

Ryan Posted November 15, 2013 Author Posted November 15, 2013 Japan’s Upper House has approved a resolution that will serve punishment for wrestler-turned-lawmaker Antonio Inoki for his recent trip to Pyongyang which was done without the express approval of the Diet. This is the first such disciplinary action that the House of Councillors will impose in more than 60 years. They will also be forming a disciplinary panel to determine the details of his punishment after his visit to the reclusive state, which both the ruling and opposition blocks called a breach of the rules of the house. House members are required to obtain permission for overseas trips while the legislature is in session. In particular, visits to North Korea are frowned upon, given the lack of diplomatic relations between the two countries over the nuclear weapons issue and even more so, the abduction of Japanese nationals in the 70s and 80s. Lawmakers need to obtain permission to visit the country, something that they denied Inoki when he applied for a permit because they found his reasons “unclear.” He still continued with his six-day visit, where he reportedly met with Jang Song Thaek, the uncle of North Korean leader Kim Jong-Un, Kim Yong Il, the director of the International Department of the Workers’ Party of Korea, and several other top aides and senior officials. But the main purpose of his visit was to launch open an office in Pyongyang for his nonprofit organization that focuses on sports exchanges with other countries. This was also his 27th visit to Japan’s East Asian neighbour. Opposition Japan Restoration Party, of which Inoki is a member, has suspended his membership for 50 days because of the unauthorized trip but voted against the Diet’s disciplinary motion against him. The worst punishment the disciplinary panel might give Inoki is annulling his Diet membership. Once they’ve decided on the punishment, it will again be put to a vote by the chamber. Inoki told reporters after the session that he will accept the decision “seriously.” I wouldn't be surprised if he's kicked out entirely. They really aren't messing around with this one.

Lawmaker Antonio Inoki will be barred for 30 days from the House of Councilors as punishment for traveling to North Korea earlier this month without the chamber’s permission, the ruling and opposition camps agreed Wednesday. The Liberal Democratic Party and opposition forces, including the Democratic Party of Japan, are united in meting out the second-harshest punishment allowed by Upper House rules, they said. Stripping a lawmaker of Diet membership is the only punishment more severe than a 30-day suspension. Inoki declined a request by the Discipline Committee to explain himself. Nippon Ishin has suspended his membership for 50 days for making the unauthorized trip.
