Algeria complained to FIFA, but no punishment would be levied. Instead, FIFA responded by amending its rules: Starting with the 1986 World Cup, all final matches in a group would be held concurrently.

I am guessing it is like the last week of the NFL season where they put all the divisions in one time slot so they might have to play hard all the time.  Although in this case, I don't think there is anything England vs Wales could do that would help the US

Offsides happens when a ball is passed offensively and any part of an offensive player is ahead of the last defender at the time of the pass.  

Why don't you have them at mid-pitch?  Because a legal pass would happen to your fastest player and the zone's defender has to turn around and catch up AND try to take away the ball. Even if you do catch up, your defender will be dead meat the 2nd or 3rd time it happens.  Meanwhile, that super-fast player now has a 1 on 1 with the goalkeeper... that usually doesn't end well.  (And even worse if there's a second offensive player in tow.)
