Essentially, once you win a tournament, you're placed into a pool of fighters than can get a title shot whenever. If they wanted, they could do Chandler-Alvarez eight times for the belt since both are tournament winners. But someone like Tito can't get a title shot unless he goes through a tournament. It's time to get rid of the tournament format entirely. It's completely pointless now.
