Best value in video editing software?

I'm looking to start a video series with a buddy of mine. If anyone here does any video editing, what is your software of choice? It doesn't need to be crazy powerful. And I'd prefer it to be noob-friendly. Any suggestions?

Most of my experience is with Adobe Premiere CS, but I understand that Premiere Elements is decent as well. Sometimes you can get Elements for $50 from Best Buy.

Depending on what you're running, Premiere CS2 might still work, and is (legitimately) free from adobe (just Google "free adobe CS2")

 

I've found it doesn't open on Windows 8.1 no matter what I do, however, so Elements is probably the best way to go, as Craig said.  Also, once you get your feet wet, most NLE systems have the same basic layout, so once you've gotten any of them down you should be able to learn/use anything.
