please, help me

I'm trying to download a file and I keep getting this error message: "Error: You are trying to download from another IP address maybe you use a vpn, proxy or a tor network. only premium users can download from differents ip adresses." i have tried from my pc and my android but it is the same case in both. i've used vpn in pc but i desinstalled but nothing. in my android i don't use vpn
